Description:

Position Summary
The Accounting Officer is responsible for anticipating and providing highly complex support to PHS leadership including detailed reporting for compliance and 340B program management. The position provides support coordinating with other UIC departments and outside vendors to support the complex operations of the unit. The position will require an in-depth knowledge of various policies, procedures, programs, office software packages and extensive knowledge of bookkeeping while also utilizing discretion and good judgement. The position works under the general supervision of the Senior Business Manager.

Duties & Responsibilities

  • This position will be responsible for assisting with the unit fiscal 340B drug reimbursement programs, various other fiscal program incomes and provides guidance regarding the appropriateness of requested expenditures.
  • Track and audits expenses for completed services to identify available balances of purchase orders.
  • Processing financial documents, invoices, verifying information and prepares monthly reconciliation of expenses and income.
  • Creation and tracking of fiscal purchase orders and posting of financial information to journal vouchers.
  • Answers questions and resolves issues related to the above. Researches discrepancies and takes necessary action.
  • Assist department in coordinating with other UIC departments and outside vendors on special projects.
  • Coordinate with outside vendors bidding and preparing quotes for special projects ensuring compliance for final review by Senior Business Manager and submit to UIC procurement department.
  • Creation and tracking of service / product requisitions for purchase orders and assist outside agencies with navigating vendor setup with UIC.
  • Answers inquiries and serves as a resource to staff Assist with budget preparation and projections.
  • Monitor budgets and originating or verifying adjustments and transfers.
  • Assist with managing and coordinating department computer and hardware inventory.
  • Coordinate with UIC CIS department on computer related purchases and work order tickets.
  • Assist with managing and coordinating with UIC Fleet department and other vendors managing and maintaining department vehicles and mobile medical unit bus.
  • Ensures compliance to policy and regulations.
  • Coordinate with department vendors managing and maintaining office suites, submit and track repair work orders with vendors for building/office maintenance related items.
  • This position will provide administrative support to the Senior Business Manager as directed.
  • Composes and keyboards sensitive/confidential correspondence, creates tables and reports for Director and Senior Business Manager in support of grant proposals. Performs research for special projects.
  • The position will be responsible for maintaining and updating agency fiscal & administrative policies and procedures, explaining fiscal & administration policies to support staff and assisting with the creation of written polices and PHS programs guidance.
  • Participates in the training of staff.
  • The position will have access to and maintain confidential materials/files and will be responsible for upholding HIPAA rules and patient confidentiality.
  • Performs other related duties as assigned. Perform duties included in lower level of this classification series. Assist with and serve as backup for other support staff.
  • Qualifications:

    Minimum Qualifications

    1. Any one or combination totaling two (2) years (24 months) from the categories below:
      1. course work in accounting, as measured by the following conversion table or its proportional equivalent:
        • 9 semester hours equals two (2) years (24 months)
      2. course work in any discipline as measured by the following conversion table or its proportional equivalent:
        • 30 semester hours equals one (1) year (12 months)
        • Associate's Degree (60 semester hours) equals eighteen (18) months
        • 90 semester hours equals two (2) years (24 months)
      3. work experience in bookkeeping, office support, or closely related experience.
