Description

Duties: Under the direction of the Superintendent of Planning, Design, and Construction, the Park Planner II is responsible for:

  • Follow all safety procedures that pertain to the duties performed. Support all aspects of the park district safety program.
  • Prepare short-and-long-range master plans involving natural resource studies, facility, and park developments and improvements.
  • Work with concerned local and neighborhood groups and related governmental agencies as related to park development planning and design.
  • Act as a liaison as assigned with local, state, and federal agencies, architects, engineers, and contractors.
  • Coordinate with divisional supervisors and administrative staff in the development and implementation of planning, design, and construction projects.
  • Assist in the preparation of bond issues for the funding of park district projects; prepare and administer grants awarded to the park district for land acquisition, development, etc.
  • Project administration and coordination, including project planning, scheduling, time management, fiscal and quality control.
  • Formulate design concepts for site development, new and/or renovated buildings and structures, and building interiors.
  • Prepare design development drawings and estimate construction project costs.
  • Prepare detailed construction drawings, including: layout, architectural, grading, stormwater management, irrigation, site electrical, and planting plans.
  • Prepare construction contract documents, specifications, and related materials.
  • Provide input on the awarding of bids and making recommendations.
  • Monitor both in-house and contracted construction.
  • Recommend payments to contractors.
  • Collect and organize all forms, paperwork, and data as required by Park District Policy and Park District Administrative Procedures.
  • Preserve and maintain orderly departmental drawing files and project contract files.
  • Perform field and building surveys and field photography as necessary for project records. Prepare, upgrade, and maintain standard detail and technical information files.
  • Arrange for and maintain surveys and contract records, maps, charts, files, and reports pertaining to facility, development, and site plans.
  • Perform other duties as assigned.

Essential Functions:

  • Ability to lift up to 45 pounds.
  • Ability to reach, pull, walk, squat, kneel, and bend at the waist and knees.
  • Ability to operate machinery related to job duties.
  • Ability to understand and complete paperwork relative to job duties.
  • Ability to drive a motorized vehicle.

Qualifications

Education: A bachelor's or master's degree from an accredited college in landscape architecture, civil engineering, architecture, construction management, or a related field. Although a degree is preferred, extensive experience in a similar position with similar duties and responsibilities may be substituted for all or part of the educational requirement.

Licensure: A license to practice landscape architecture, civil engineering, or architecture is preferred.

Experience: Requires a minimum of five years of experience in landscape architecture, civil engineering, architecture, construction management, or park planning is preferred.

Knowledge and Ability:

  • Thorough knowledge of planning, site development, and building construction procedures.
  • Ability to accept responsibility and handle assigned projects with minimum supervision.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain satisfactory working relationships with Park District staff, consultants, and contractors.
  • Working knowledge of civil engineering methods relating to land plats, deeds, legal descriptions, and appropriate records.
  • Ability to supervise and direct subordinate staff as assigned.
  • Knowledge of administrative practices and procedures.
  • Ability to work professionally and cooperatively with community, public, and private groups as related to Park District property and projects.
  • Extensive knowledge of federal, state, and local laws and regulations relating to landscape architecture, engineering, architecture, planning, design, bidding, and construction.
  • Working knowledge of recreation facilities and parks’ operations.
  • Working knowledge of risk management principles and practices.
  • Ability to direct and perform special studies and projects and to present findings in a usable format and in a timely fashion.
  • Ability to remain current with and apply as feasible any appropriate current trends and practices in the fields of landscape architecture, architecture, planning, engineering, and risk management.
  • Ability to identify and resolve planning, design, and construction problems.
  • Ability to read and interpret construction blueprints and specifications.
  • Thorough knowledge of construction administration and practices.
  • Ability to estimate land and construction costs.
  • Ability to prepare requisite records and reports.
  • Ability to be professional, respectful, accountable, innovative, to follow safety procedures, and be equitable to both internal and external customers.
  • Conversant in the allied construction design fields of landscape architecture, engineering, architecture, and planning.
  • Knowledge of personal computers and software utilized in planning design and construction applications.
