Logan County Board Administrative Assistant
Job Summary: Performs administrative and professional duties for the Logan County Board as a whole unit and serves as a liaison for department supervisors and elected officials when needed. Must reside within Logan County or move to Logan County within 6 months of being hired.
Qualifications:
- Minimum high school diploma/GED; college degree preferred
- Minimum 2-3 years of professional experience
- Strong computer skills/typing proficiency
- Experience with grant writing and budgets is preferred
- Ability to work on several projects simultaneously with constant interruptions
- Good interpersonal skills and professionalism
Primary Duties and Responsibilities
Committees
- Prepare agendas, post them 48 hours before meetings, prepare board members' packets to distribute at meetings, attend monthly meetings when asked, type minutes and submit to all board members, drop off and pick up the committee folders before and after each meeting
- Submit and keep track of payment vouchers for the committees
Insurance
- Maintain vendor certificates of insurance for all county offices and departments
- File all claims and appeals that pertain to liability, workman’s comp, OSHA and CIRMA issues and maintain HIPPA compliance when necessary
- Compile and verify monthly reports for the insurance committee
- Keep track of pending litigation regarding insurance claims and provide necessary documentation
- Complete and post annual OSHA reports and Labor Law postings; schedule & host Risk Control Service Day
- Attend monthly or annual insurance & HR meetings, webinars and conferences virtually or in person if needed
Public Transportation (PCOM)
- Complete transportation grant applications annually
- Create and submit annual updates of the Coordination and Management Plan, Public Service Transportation Plan, Sub-recipient Monitoring Plan and Title III-B Plan with IDOT
- Compile monthly reports for the transportation committee
- Complete Drug and Alcohol refresher courses, collect & submit Conflict of Interest and Economic Interest Statements of board members
- SharePoint posting of all IDOT reports and data, including grant applications, quarterly and all annual reports including audits
- Submit written quarterly and annual reports to the grantee and IDOT, including a PCOM report, Drug and Alcohol reports, GFRA, and additional reports as added
- Maintain the equity of multi-county services, notification to Mason County of applications, grant approvals and service or changes in service to their constituents
- Monitor public transportation service in both counties and report info. pertaining to hours/days of service, number of vehicles, revenue of hours and miles, system expenses & revenues, ridership, trip denials, costs per trip/mile/hour, route adherence, pursuit of local match funds and maintain grant & office hours for reimbursement
- Keep track of the utilization, condition and maintenance of facilities & vehicles; driver & staff training abilities and programs; service contracts, reimbursements and reconciliations with the Public Transportation Account
- Investigate, document and resolve complaints; assist IDOT in program reviews and audits
- Attend all annual or monthly meetings, hearings, conferences, and webinars virtually or in person if needed
- Keep track of program auditing & accountability, grant requests/requisitions, vehicle procurement & insurance liability, development, outreach and inspection of vehicles
Other/Misc.
- Help preparing the county’s annual budget may be needed
- Answer and/or redirect telephone calls and emails, letters and meetings
- Assist auditors in securing information
- Maintain annual FOIA Certification; website, SAM & Government Portal Renewals and Verification; Ameren Engineer/Assessor notations and additions of property

Code of Conduct: The Logan County Board Office Staff fall under the parameters of State Statute, Freedom of Information Act, County Board Policies & Procedures, and the Logan County Board Personnel Policy. As the “public face” of the board, the staff is expected to behave in the ethical manner stated in the board policy preamble and in conjunction with the Logan County Ethics Ordinance. The board office staff will refuse to participate in any personal, private, unethical, or questionable business or correspondence assigned by a board member without fear of reprisal or reprimand. The Logan County Board Office is under the parameters of the Freedom of Information Act and the Logan County Board Policies & Procedures and will conduct all emails, memos, letters, phone calls, and face-to-face meetings as such; the staff will not be asked to, nor willfully, engage in any conduct or business opposite of the FOIA or the board operating as a single unit, including, but not limited to, sending or keeping private communications from any board members. The Logan County Board Office staff must honestly track their hours worked and report it to the executive committee every month for the board chairman’s approval.
Dress Code: Business casual, except for “Casual Friday” every week. Jeans may be worn every day during Jury Week. Staff must be neat, clean, and well-groomed at all times.
