The Medicaid Insurance Product Strategy Lead – Benefits is an experienced healthcare strategist that possesses broad Medicaid Managed Care expertise, deep working knowledge of insurance products, and has a proven track record of bringing new benefits to market. The Lead will partner across various multi-disciplinary teams at Humana to design, define, and deliver scalable and sustainable insurance products and benefits to help drive business value and improved health outcomes for vulnerable and underserved populations.

Responsibilities:
Policy, Research, and Competitor Analysis

  • Translates requirements and guidance from federal and state government to define health plan covered service packages and eligible cohorts, ensuring Humana benefits remain attractive against industry trends and the marketplace
  • Understands Humana Medicaid and Dually Eligible members by researching their needs, preferences, and pain points, and designing consumer centric, easy to use benefits, while remaining responsive to the competitive environment, evolving policy landscape, and federal and state requirements and business objectives
  • Successfully applies quantitative and qualitative research and analysis to create prioritized requirements when defining solutions and workflows

Benefit Product Strategy

  • Participates in capture planning and proposal development for Medicaid growth opportunities to create a differentiated value proposition for Humana
  • Champions a common environment and managed business lifecycle for development of benefits across the Medicaid segment
  • Defines success for each phase of the product lifecycle from initial feasibility phase to fully scaled solution through Key Performance Indicators (KPIs) and product success metrics including market adoption, customer satisfaction, and utilization

Benefit Product Development and Innovation

  • Serves as the primary product development lead for the Medicaid insurance portfolio of enhanced benefits and In Lieu of Service (ILOS) solutions
  • Translates front end ideation, discovery, and concept work into actionable product plans that lead enhanced benefits/ILOS through design, development and launch
  • Coordinate cross-functional teams to design and develop benefits across initial phases of the product lifecycle that are ready for customer use.

Culture and Approach

  • Champions a startup mindset and adoption of agile and customer centric ways of working across the Medicaid segment to design, develop and deliver differentiated experiences for our customers
  • Employs empathy and human centered design thinking to define scalable product solutions by deep knowledge of internal and external customers digital learning and education habits
  • Utilizes product management processes and tools such as user research and concept testing, business case development, and product blueprints
  • Leverages foundational project management skills such as documented decisions, plans, and timelines, progress reporting, and artifact collection

Required Qualifications

  • Bachelor's degree in business, Public Health, or a related field with a strong record of academic achievement
  • 4+ years of in health insurance, product design, or healthcare advisory services
  • 2+ years of health care experience focused on Medicaid populations
  • Deep working knowledge of Medicaid managed care policy, programs, and covered services
  • Proven background in benefit product development for vulnerable and underserved populations
  • Experience and understanding of healthcare data and analytics, contemporary technologies, and care delivery models
  • Excellent verbal and written communication skills
  • Quantitative and qualitative analytical skills, with experience identifying trends and actional insights for customer value, business need, and feasibility
  • Ability to operate in a faced paced environment under tight deadlines
  • Flexible scheduling (i.e. – occasional nights and weekends)

Preferred Qualifications

  • MBA programs with a specialization in Healthcare Management
  • Master’s Degree in Public Health programs
  • Experience supporting Medicaid Business Development
  • Experience working with government and state agencies
  • Agile Product Development, Project Management, and Process Improvement qualifications (certifications a plus)
  • Proven ability to work with remote teams and foster a cohesive and creative work environment

  • Workstyle: Hybrid Office if you live within commuting distance of our office locations in Tampa, FL or Louisville, KY, or Remote if you live outside of Tampa, FL and Louisville, KY
  • Travel: Up to 15%
  • Core Work Days & Hours: Monday – Friday; Eastern Standard Time (EST) with flexible scheduling (i.e. – occasional nights and weekends)

Pay Range

The compensation range below reflects a good faith estimate of starting base pay for full time (40 hours per week) employment at the time of posting. The pay range may be higher or lower based on geographic location and individual pay will vary based on demonstrated job related skills, knowledge, experience, education, certifications, etc.


$115,200 - $158,400 per year


This job is eligible for a bonus incentive plan. This incentive opportunity is based upon company and/or individual performance.
