The primary purpose of this role is to assist BL CS NA in the development of the necessary technical rigor needed for the implementation and sustainment of risk assessment processes in the Process Safety discipline: prevention of catastrophic process safety events, continuous improvement of process safety standards in compliance with Evonik and local regulations. Strategically develop plans to provide improvements in the Safety performance of the site. Provide safety compliance support to the NA CS sites by designing, evaluating and updating site safety programs and meeting all documentation and reporting requirements for authority compliance, corporate policy and plant goals. Coordinate site safety projects including oversight of scope development, bid evaluation, and supervision of field work. The position is part of the BL CS NA ESH group working on the region wide implementation of ESH programs, ESH regulatory compliance and Process safety.
RESPONSIBILITIES
- Deliver required outcomes by managing day-to-day relationships with contract service providers while working within an established contract management plan.
- Identify shortcomings and suggest improvements to existing processes, systems and procedures, then delivers a plan for a small element of a change management program with guidance from a project/program manager.
- Work within established knowledge management systems to deliver pre-set outcomes for area of responsibility.
- Help develop procedures for an area of the organization, and monitor their implementation.
- Define and deliver products and services that meet customer needs by selecting the best possible approaches available within established systems.
- Deliver small-scale or medium-scale projects while working within an established program management plan.
- Program Management - Support BL CS by implementation of ESH programs and managing ESH hazards by:
- Communicating with internal and external experts regarding compliance topics.
- Prepare for, participate in, and assist with correcting findings from corporate and government audits/inspections.
- Being familiar with PSM (Process Safety Management) requirements and applying these in operations context such as Safety Indicators/Process Safety Information/ Mechanical Integrity etc.
- Initiating, leading, and facilitating discussion sessions to apply these requirements.
- Regularly reviewing and improving the process safety elements on site in collaboration with the Plant Managers and other stakeholders.
- Travel to regional sites as required for role.
- Provide leadership for safety/compliance related projects and safety initiatives toward continuous improvement:
- Oversee the activities of associates involved in the sites ESH compliance requirements.
- Provide support for the health and safety programs such as incident investigation, root cause analysis, industrial hygiene program.
- Process Safety: Provide support to sites PSM programs, which includes participating in PHAs, taking a minor role in contractor management and performing contractor inspections, auditing permits, participating in incident investigations, and participating in JSA Reviews.
- Provide training and evaluation for employees for compliance related activities.
- Conduct ESH and process safety program reviews.
- Support the site in identifying, assessing, and managing process hazards by:
- Having detailed knowledge of relevant methods like HAZOP (Hazard and Operability Study), LOPA (Layers of Protection Analysis), etc.
- Initiating, leading, and facilitating sessions to apply these methods when required.
- Being familiar with the PSM (Process Safety Management) standards and consulting these sites – and other Evonik sites if required - in applying these.
- Support sites with implementation of ESH programs and managing ESH hazards.
- Regularly reviewing and improving the process safety elements on site in collaboration with the Plant Managers and site ESHQ managers and departments.
- Spending a significant amount of time working with other key technical support groups such as process engineers, plant engineers and technical service representatives ensuring that the proactive safety indicators for process safety like closure of PHA recommendations, planned maintenance of critical equipment, inspections etc. are implemented.
- Being globally connected to learn and implement best practices in the business line.
- Support sites in investigating process safety incidents by:
- Having detailed knowledge of relevant Root Cause Analysis (RCA) tools like Cause Mapping, 5Why, Human Factors Analysis (HFAT), etc.
- Initiating, leading, and facilitating sessions to apply these tools.
- Presenting results comprehensibly to relevant audience.
- Provide oversight for the MOC (Management of Change) program (ESTER) and supports process hazard analysis (PHA) & assessments by:
- Being a subject matter expert for ESTER and administering it.
- Implementing MOC & Pre-Start-up Safety Review (PSSR) process by training and consulting all relevant personnel.
- Overseeing and improving the MOC & PSSR process.
- Ensure that MOC & PSSR procedures are complied with.
- Reporting relevant KPIs for ESTER modules.
- Implement applicable compliance regulations and Evonik ESH rules, requirements, and Safety Culture Framework by:
- Supporting, developing and conducting ESH related training.
- Identifying and assessing workplace hazards, providing timely input in risk analysis, and recommend provision to reduce the risks or hazards.
- Developing and reviewing ESH procedures and performing required compliance audits.
REQUIREMENTS
- Bachelor’s degree in an Engineering or Safety related field required
- 7-10 years of experience in safety/production/engineering in a chemical manufacturing facility.
- Experience enables job holder to deal with the majority of situations and to advise others.
- Experience of general supervision of more junior colleagues.
- Negotiates without supervision and provides technical guidance when required on how to help the organization by obtaining consensus between two or more internal or external parties who may have different interests.
- Applies understanding of the business environment and objectives to develop solutions without supervision, while also providing technical assistance when necessary.
- Independently supports business processes with comprehensive understanding and effective use of standard office equipment and standard software packages, while also providing guidance and training to others.
- Identifies, assesses, prioritizes and manages risks in a production process without supervision and provides technical guidance when required.
- Works without supervision and provides technical guidance when required on planning, organizing, prioritizing and overseeing activities to efficiently meet business objectives.
- Works without supervision and provides technical guidance when required on developing appropriate plans or performing necessary actions based on recommendations and requirements.
- Works without supervision and provides technical guidance when required on developing, monitoring, interpreting and understanding policies and procedures, while making sure they match organizational strategies and objectives.
