Position Title: Assistant Director of Payroll

Department: Financial Services

Reports to: Director of Payroll

Appointment: Full-Time (12 months)

Status: Exempt

Summary /Purpose:

Assists the Payroll Director in developing and executing strategic priorities for the Payroll Department. Utilizes research on industry best practices and historical payroll data to improve operational efficiency and customer service. Ensures that all Payroll policies and procedures are up-to-date and comply with local, state, and federal regulations. Provides some management oversight for the Payroll Specialist I, ensuring day-to-day activities of the Payroll Office are conducted in a timely and accurate manner. Reconciles Payroll General Ledger accounts and monitors activity to ensure accounting for transactions is accurate and timely. Reconciles tax sheltered annuity plan. Contributes to a positive team environment through collaboration and professionalism. Acts as the department Director in the absence of the Payroll Director.

Applicant Minimum Requirements/Qualifications:

Required

  • Bachelor's degree in Business, Finance, Accounting, or other related discipline
    • 5 years of progressively responsible payroll management processing experience including previous supervisory experience, or an equivalent combination of education and experience.
  • Experience working in an organization of similar size and complexity.
  • Ability to analyze complex accounting and payroll issues
  • ADP Workforce Now experience
  • Payroll tax experience particularly with multi state and local tax jurisdictions
  • Proficiency with Microsoft Office products
  • Ethical standards and confidentiality
  • Detail oriented, with strong organizational, time management and customer service skills
  • Ability to analyze, interpret, and communicate policy and procedural questions while maintaining confidentiality of all Payroll and Human Resources information.

  • Ability to train Payroll Staff on changes in federal, state, and local regulations and University policy and procedure.
  • Ability to work effectively in a team environment, or independently, and with various levels of staff to accomplish goals of the Payroll Department.

Essential Duties/Responsibilities:

  • Acts as the backup for all duties and responsibilities of the Payroll Director and performs these duties and responsibilities in the absence of the Payroll Director.
  • Manage the production of exempt semi-monthly and monthly payrolls to include balancing and reconciliation of exempt semi-monthly and monthly payrolls; manage the calculating of manual payroll checks, stipend and supplemental pay, new hires and terminated employee pay, loss pay, employee awards, incentive pay and one-time payments.
  • Solves complex accounting and tax related issues.
  • Responsible for monitoring the accuracy of automated and manual input processes for all exempt employees in the ADP Workforce Now timekeeping system. including transactions related to salary changes due to the hiring, termination and transference of employees between pay divisions
  • Enters all exception requisitions and data from various University Departments.
  • Works with Payroll Director to develop a strategic vision for the Payroll Department. Identifies specific improvements needed and presents recommendations to address.
  • Assists in the maintenance and monitoring of Payroll metrics, helping to provide explanation of trends and/or discrepancies.
  • Ensures accuracy of payroll data through the proper balancing and reconciliation of all payroll data, resolves discrepancies in a timely manner, and reviews the accuracy of Payroll related general ledger information.
  • Ensures payroll policies, procedures, and processes follow federal, state, and local regulations as well as University policies and procedures.
  • Manages special projects in the payroll office, which includes work allocation, training, and problem resolution. Assists Payroll Staff with understanding and completing complex processing issues.
  • Assists to ensure internal control best practices are in place.
  • Assists with testing all updates to the ADP Workforce Now payroll system.
  • Assists with fiscal year end process, and audits as needed.
  • Works closely with Human Resources to monitor data quality in the ADP Workforce Now timekeeping system.
